Can I prevent desktop icons from being deleted by a user?

Yes. In the WINSelect Administrator on the 'Desktop & Windows Taskbar' node you must check 'Prevent Right click on Desktop' and hide the Recycle bin.

On the Hotkeys node check the Delete key and on the System node check 'Disable Drag and Drop'.
